In the past, expert after expert has provided their interpretation of what they believe Medicare requires, and unfortunately it has really only accomplished making chiropractors more confused.

Over the past 3 years, Dr. Steven Conway was a part of a team that worked one on one with all of the Medicare Contractors and CMS to develop a universal document that clarifies exactly what is and is not required.

He has also worked with the Medicare Contractors to provide training to the claims reviewers so that they understand the new agreement and documentation requirements.
Dr. Steve R Conway, DC DACBOH Esq.
A lead expert in Medicare Documentation

A second generation chiropractor with a dedicated passion to enhancing and protecting the chiropractic profession. He is a partner in Madison, Wisconsin based DeWitt Ross & Stevens, the largest law firm in Madison. His law practice consists primarily of health law and government relations with a strong focus on Medicare audit defense.

As past chair of the ACA Medicare Audit Defense Task Force, he established a national defense system to assist chiropractors with Medicare Audits. He also co-developed a national Medicare documentation project with Dr. Michael Jacklitch. Drs. Conway and Jacklitch worked one on one with the Chief Medical Directors of all of the Medicare Contractors to create a universal document for interpretation of required chiropractic documentation for Medicare. Subsequent educational programs provided by Drs. Conway and Jacklitch based on the new universal document has led to a dramatic decrease in the chiropractic documentation error ratio and a viable solution to allowing chiropractors to finally understand what is the correct required documentation.

Having served as a regulator with the Wisconsin Chiropractic Examining board for nearly a decade, he fully understands the responsibilities of each state board in protecting the public and maintaining the reputation of the chiropractic profession. Dr. Conway currently serves as Vice President on the National Board of Chiropractic Examiners
